Role Overview
We are seeking an experienced Flying Squad Coordinator to support the implementation of a Data-Driven Asset Management (DGAM) transformation programme within a national infrastructure environment.
This role plays a key part in delivering the DGAM 4-phase plan, which aims to modernise asset management across critical infrastructure such as bridges, tunnels, locks, and pumping stations. The coordinator will lead a multidisciplinary flying squad team that works directly with regional asset teams to accelerate implementation and adoption of data-driven maintenance approaches.
Key Responsibilities Team Coordination & Leadership
- Coordinate a multidisciplinary flying squad deployed across regional asset teams
- Plan and organize squad activities, schedules, and deliverables
- Facilitate collaboration between government teams, contractors, and program stakeholders
- Act as a bridge between operational teams and the national DGAM program structure
- Support shared leadership and motivate team members during implementation phases
Program & Implementation Management
- Develop and manage action plans aligned with the DGAM 4-phase roadmap
- Ensure delivery of key milestones within asset implementation projects
- Monitor progress, identify bottlenecks, and support resolution of issues
- Coordinate with national program leadership and technical stakeholders
- Support execution of change processes within complex infrastructure environments
Asset Management & Technical Contribution
- Contribute asset management and maintenance engineering expertise
- Support definition of data and information requirements across the asset lifecycle
- Promote data-driven working practices within asset teams
- Assist in integrating data sources, dashboards, and maintenance planning tools
Stakeholder & Relationship Management
- Build and maintain strong relationships across RWS teams and external contractors
- Facilitate workshops, coordination meetings, and working sessions
- Align stakeholders on objectives, responsibilities, and deliverables
- Act as a sparring partner for technical and operational teams
Assignment Deliverables
The Flying Squad Coordinator will contribute to:
- Successful execution of DGAM 4-phase plan activities across assigned assets
- Coordinated deployment of flying squad teams across regional organisations
- Defined and standardized data and information requirements for asset management
- Improved collaboration between government and market parties in infrastructure maintenance
- Practical implementation of data-driven asset management practices
- Identification and resolution of operational and technical bottlenecks
Required Qualifications
- Minimum HBO or university-level education in a technical or business field
- At least 10 years of experience in infrastructure maintenance within contractor or market organizations
- At least 10 years of experience in senior project management, program management, or leadership roles
- Proven experience coordinating multidisciplinary teams
- Strong experience in asset management and/or maintenance engineering
- Experience working in complex infrastructure or public-sector environments
- Affinity with lifecycle management and quality management
- Fluent in Dutch (mandatory)
Preferred Experience
- Experience with data-driven asset management (DGAM or similar initiatives)
- Vision and experience in applying data technologies and new data sources in asset management
- Knowledge of infrastructure asset types such as:
- Movable bridges
- Locks
- Tunnels
- Pumping stations
- Experience in public–private partnerships or government–industry collaboration
- Experience in transformation or change management programmes
- Familiarity with infrastructure maintenance operations and systems thinking

Reporting Structure
The Flying Squad Coordinator operates within the DGAM technical team and reports to the technical team lead. The role requires close coordination with program leadership while maintaining responsibility for operational execution and team coordination.
