Mission

The Deputy Country Manager / Chief of Staff supports the China Country Manager in driving strategic priorities, coordinating critical initiatives, and reinforcing disciplined execution in a complex, regulated, and partnership-driven environment.

The role serves as strategic leverage for the Country Manager, combining analytical depth, senior-level problem-solving, and cross-functional coordination while progressively building a strong understanding of the IBA China ecosystem.

Challenges we trust you with

1. Strategic Support & Priority Execution

  • Support the Country Manager in shaping, structuring, and executing China‑specific strategic priorities aligned with local and global direction.
  • Prepare executive‑level analyses, options, and recommendations to support informed decision‑making in a complex and evolving China context.
  • Translate high‑level strategic objectives into actionable roadmaps, project plans, and decision frameworks, ensuring feasibility within regulatory, operational, commercial, and partnership constraints.
  • Operationalize and deliver strategic initiatives and projects with direct exposure to local and global senior leadership.
  • Ensure disciplined execution while maintaining alignment between global standards and local execution constraints.
  • 2. Stakeholder & Ecosystem Coordination

  • Partner closely with the Country Manager to shape and oversee the Proton Therapy business line in China, including market development, partnerships, and long-term expansion opportunities.
  • Support the Country Manager in navigating and coordinating interactions with key local stakeholders – strategic partners, institutional actors, industry, and clinical ecosystems.
  • 3. Governance, Operating Rhythm & Continuous Improvement

  • Support the implementation and day‑to‑day execution of governance mechanisms defined by the Country Manager, including decision preparation and follow‑up, escalation tracking, cross‑functional prioritization.
  • Support in establishing disciplined operating rhythms (reviews, checkpoints, dashboards) to track progress on strategic and operational priorities.
  • Contribute to the continuous improvement of working processes, coordination mechanisms, and execution efficiency across China activities.
  • What we value

    Education & Experience

  • Master’s degree (MBA or advanced degree in Engineering, Healthcare Management, or Business) from a top-tier institution.
  • 8+ years of progressive leadership experience, combining strategy consulting, corporate transformation, or business unit leadership within complex, multinational organizations.
  • Proven track record of leading large-scale, multi-year complex market and eco-system development programs in China, preferably within medical devices, healthcare infrastructure, or other highly regulated, capital-intensive industries.
  • Experience working in or closely with state-owned enterprises, joint ventures, or public-private partnerships in China is essential.
  • Core Competencies

    Strategic & Execution Agility

  • Able to translate high-level global strategies into executable, China-specific roadmaps that balance regulatory realities, commercial viability, and operational constraints.
  • Comfortable operating across strategy (3–5 year horizon) and execution (weekly execution), with a strong sense of prioritization.
  • Stakeholder & Contextual Intelligence

  • Deep understanding of China’s healthcare regulatory environment, joint venture governance, and local partnership dynamics
  • Proven ability to navigate effectively within long decision cycles, multiple stakeholders, and private and/or public interfaces.
  • Sound judgment and pragmatism when addressing complexity and tradeoffs.
  • Cross‑Functional Coordination & Governance

  • Experience designing and implementing governance frameworks, escalation paths, and prioritization processes in a matrixed, high-stakes environment.
  • Experience supporting senior leaders in driving coordination and execution across organizational boundaries.
  • Change Management & Scaling Mindset

  • Proven success leading organizational change management, driving adoption of new operating models, and scaling capabilities in high-growth or turnaround contexts.
  • Ability to build maturity in local teams while ensuring alignment with headquarters.
  • Executive Maturity

  • Proven ability to act as a trusted advisor to senior leaders in an international context, with recognized analytical rigor and strategic thinking.
  • Polished communication skills, with experience preparing and presenting executive-level analyses, scenario assessments, and recommendations that incorporate regulatory, geopolitical, and operational risk factors.
  • Languages & Cultural Adaptability

  • Fluent in English and Mandarin Chinese (written and spoken) with proven ability to bridge cultural and linguistic gaps between China and headquarters.
  • High cultural intelligence, diplomatic mindset, and ability to influence without formal authority across geographies.
  • Personal Attributes

  • Resilient and pragmatic – able to drive disciplined execution amid ambiguity, long cycles, and regulatory constraints.
  • Results-oriented – prioritizes commercial impact and regulatory compliance equally.
  • Low-ego, high-impact – thrives in a partnership-driven, stakeholder-intensive environment.
